Datum 2021-09-02 On behalf of the European Commission, Prognos together with CSIL Milano – Centre for Industrial Studies, Digital Science and numerous country experts analysed all available smart specialisation strategies in the EU. The background to the study is the ex-ante conditionalities set by the European Commission, compliance with which provides a framework for the approval of ERDF Operational Programmes. The development of a "national and regional research and innovation strategy for smart specialisation" ("RIS3 strategy" or "S3") constitutes such a conditionality. To take full advantage of this approach, the strategies should build as best as possible on the strengths of the respective region and incorporate new technological trends to generate future competitive advantages. Dr Jan-Philipp Kramer will present the results of the study for the first time at an online event of the European Commission on 2 September 2021. He will then discuss the findings and their implications for EU policy together with Roman Arjona (Head of Unit, Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs), Magda de Carli (Head of Unit, Directorate-General for Research and Innovation) and Pierre-Alex Balland (Utrecht University).
