Year

ongoing

Partner

COWI, Milieu, CSIL

Our mission

The evaluation of the European Green Deal related aspects of EU cohesion policy is one of a total of 14 parallel studies analysing the EU’s cohesion policy from 2014 to 2020. The study covers various sustainability transition topics such as the promotion of energy efficiency, renewable energy, climate adaptation, biodiversity, resource management, and sustainable mobility. The project is being managed externally by COWI, CSIL and Milieu are partners along with Prognos.

Our approach

In the context of this evaluation Prognos is responsible for

  • Various statistical analysis
  • The creation of a total of 12 theories of change, one for each of the thematically grouped policy instruments of the evaluation
  • A literature and document review
  • Four case studies
  • Detailed analyses of operational programmes from five German federal states

The project started in September 2022 and will run until February 2025.

In addition to this evaluation that assesses the contributions of Cohesion Policy spending during the 2014-2020 period to the climate and environment objectives of the EU, Prognos is involved in two further parallel studies on EU cohesion policy 2014-2020. Firstly, the evaluation of SME funding (led by CSIL) and, secondly, the evaluation of funding for research, technological development, and innovation, which is led by Prognos.
