The assignment  

The European Commission wants to investigate and compare the inclusion of EU financial instruments in the funding and promotional landscapes of Germany and France. In the context of financial constraints and in contrast to the “classic” non-repayable grants, financial instruments such as loans are expected to offer lower fundraising costs and greater entrepreneurial flexibility. In the 2014–2020 funding period, the European Regional Development Fund (ERDF) provided financial instruments in particular in the areas of innovation and research, SME support, and climate protection.

As part of a consortium with Technopolis France SARL (France) and T33 Srl (Italy), Prognos has focused on field research in Germany and heads the task of “Evaluating the impact/output of ERDF-funded financial instruments in Germany and France in the funding period 2014 to 2020.”

The study results are intended to improve the use of financial instruments in the 2021–2027 period and moving forward.

Our approach

The aim of the study is to:

  1. Provide an overview of the emergence and current developments of ERDF-funded finan-cial instruments in Germany and France
  2. Present the impact/outputs of ERDF financial instruments in Germany and France in the funding period 2014–2020
  3. Identify existing and potential synergies and overlaps between EU and Member State fi-nancial instruments and examine the opportunities arising from them
  4. Examine the challenges facing the EU and Member States in designing ERDF-funded fi-nancial instruments and draw up recommendations accordingly

For this purpose, we conduct document and data analyses as well as interviews with the Europe-an Commission, national ministries, the ERDF administrative authorities, and various develop-ment banks.
